On the ubuntu repos, the version is old (3.2 something).

I was able to compile Octave, without too much hassle.
I used aptitude build-dep octave (or something similar) to install the packages that octave depends on, and then compiled Octave 3.6.1

Is there a similar simple procedure for SL?

Just download the epel source package, update it to 3.6.1 and then rebuild it.

Or ask epel to release and updated version of their package.

I have the latest version of epel but it still only has octave version 3.4.3
