I know that SL is based on RHEL. But does anyone know when/whether SL/RHEL will migrate to python 3.

EL8 is expected to be based on python3. If you need access to it now, you can install a software collection.

On SL7:
CODE
yum install yum-conf-softwarecollections


should get you the repo.
