I don't know if this might be of interest to anyone but here goes...
System: Sapphire Pure White E350 APU mainboard with 8 gig DDR3 Ram
OS: sl-release-6.5-1.x86_64

Using utility amdmsrt-amd64 gotten from https://github.com/johkra/amdmsrtweaker-lnx state p0 was seemingly overclocked to 2.13 GHz (normally 1.6 GHz) and p2 underclocked to 582 Mhz (normally 800 MHz) like so:
amdmsrt-amd64 p0=22@1.3 #results in P0: 21.3333x at 1.35V
amdmsrt-amd64 p2=6@1.125 #reults in P2: 5.81818x at 1.125V

System seems to be running without any ill effects so far but how do I test to confirm those frequencies? cpupower still reports that I'm running 1.6 GHz and 800 MHz.

It seems that it did not make any difference. At both 2.1 Ghz and 1.6 GHz 'sysbench --test=cpu --cpu-max-prime=20000 run' reported total execution time of around 156 secs.
