With the Department of Energy CORAL project and a growing number of HPC clusters moving to OpenPower based systems, is there a plan from Fermilab to support Scientific Linux on OpenPower?

I am not aware of any initiatives to build SL for OpenPower.

If you do see interest from the SL community in the speed up afforded by OpenPower's collaboration with NVidia on NVlink from CPU to GPU, I can point developers to contacts in OpenPower foundation enablement centers that could help.
